Hace tiempo estuve trasteando con el PSPSDK. Se trata de un SDK libre creado por una comunidad de usuarios del sistema de Sony, por lo que no están disponibles todas las funciones necesarias para usar todos los dispositivos internos de la consola, pero aún así esta muy avanzado y nos permite hacer prácticamente cualquier aplicación para nuestra consola.
Por supuesto necesitaremos una consola que sea capaz de ejecutar homebrew, código casero. Os recomiendo la versión 1.5 del firmware de la PSP si no queréis tener ningún tipo de problema con los programas que hagáis, pues si usáis algún firmware OE o SE necesitareis atender a las modificaciones en el SDK que hacen dichos firmwares.
Lo primero para simplificarlo todo será descargarnos el toolchain para el PSPSDK. Un toolchain no es más que un script que ejecutará una serie de comandos de forma encadenada. Al final tendremos todo configurado e instalado en nuestro sistema.
Lo único que tendremos que hacer es extraer el contenido del archivo gzip, dar permisos de ejecución al fichero toolchain.sh y ejecutarlo como root.

chmod a+x toolchain.sh
sudo sh toolchain.sh
El script puede que nos pida algún paquete que no tengamos instalado. Yo os recomiendo instalar doxygen para que se genere la documentación de la API en nuestro PC, algo muy útil para consultar las funciones y variables.
Ahora solo nos queda agregar al final nuestro fichero .bashrc la siguiente linea:
export PATH="/usr/local/pspdev/bin:$PATH"
Para probar que la instalación está correcta podemos copiar un ejemplo de los que vienen, compilarlo y probarlo en la PSP.

Esto nos producirá un fichero llamado EBOOT.PBP que será nuestro programa compilado, en mi caso como estoy usando el firmware 3.03-OE A lo he creado un directorio llamado ENVMAP dentro de la carpeta GAME150, y dentro de ENVMAP he colocado mi fichero EBOOT.PBP.
Para los que uséis la versión 1.50 podeis ejecutar el comando make SCEkxploit y obtendremos 2 directorios llamados __SCE__envmap y %__SCE__envmap que serán los que copiaremos al directorio GAME de nuestra consola.
Ya solo quedaría ejecutarlo para ver que todo funciona correctamente. Si veo que interesa el tema de programación para la PSP más adelante puedo hacer unos pequeños tutoriales para que os sea más fácil iniciaros en este mundo. Mientras tanto os recomiendo que consultéis la documentación del SDK generada por doxygen (si lo habéis instalado, claro) en vuestro directorio local /usr/local/pspdev/psp/sdk/doc/html y leyendo por los foros de ps2dev.org.
